Is BiggBoss fooling us?

Why doesn’t BiggBoss say it straight that, "Todays nomination process has been started and wait you don’t have to nominate anyone, we have DECIDED that its going to be between Sameer and Seemaji"

Ashmit is paired with Sweta….Ashmit is declared SAFE (out of nominations list)
Dolly is paired with Veena….. Dolly is declared SAFE
Khali himself is SAFE being Captain.

So, Khali cant vote Ashmit and Dolly team as they both are safe, even if he does, for example if he nominates Ashmit or Sweta(either of two), Sweta will be automatically eliminated because Ashmit is already declared Safe, same way Veena will be eliminated in other pair.

So, in short Sameer and Seemaji pair is the only pair Khali can nominate. Hence, isnt it clear that BiggBoss already decided that he wants the competition between Sameer and Seemaji to stay in?
