Bhim asks everyone to stop and not take a step ahead as these people have some other plan, the officer coming asks what is their plan, Bhim replies that if all the officers keep standing with their guns then anyone can understand, Kulkarni Sahab says that Bhim is going to come inside alone while everyone else will stay here, Bhim agrees while holding the bag.
Karuna tells Jija Bai what if they all come back after wining and it burns them, Jija Bai says that what she did to Rama last night was worth watching and both Didi and Rama were crying till the morning, Karuna says that her Didi slapped her, Jija Bai says they would even take care of them as both Bhim and Rama have started to break.
Kulkarni Sahab asks Bhim to throw the bag but he replies he would show them what is inside of it, they all go to the police station. Meghnath coming with his men is glad they were stopped outside otherwise they all go with Bhim and make a scene but he is glad that their leader went alone as what could he do now, Shishupal says Meghnath is going inside then should see if Bhim is creating a scene or talking with the facts, Deepak says they all should stand outside and chant that they want education, they all start chanting it.
Kulkarni Sahab says that Bhim is saying what the officer is saying is wrong but what the people are doing outside is correct, Meghnath coming mentions that it is the habit of Bhim Rao to instigate the people and get his work done, Bhim asks what happens when the bones are broken of a person, the officer replies that they scream, Bhim turns the bag upside down to reveal the shreds of the papers which the men did on orders of the officer, Bhim says the dreams and desires are not less then bones and if someone breaks them then ti causes pain, people tend to speak or yell and they are not yelling but it is of their pain. Kulkarni Sahab says that Bhim thinks these people would become viceroy, Bhim replies Kulkarni Sahab also did not become it, hearing which he warns Bhim who says that Khulkrani Sahab would have taken a lot of time to get in this position but is comparing himself to people who just started studying, and they expect him to be just even if their officer and people of stature put pressure on him, Khulkrani says that they will first put all these people in jail, Bhim then asks what is their mistake when they have not done anything wrong, Kulkarni Sahab says he can put them all in the jail without any mistake, Bhim tries to follow them when Meghnath says that Bhim should not go but can instead pick the parchments from the floor however Bhim walks out of the police station.
The people are struggling with the constables who are trying to force the people inside, Rama is trying to help them when Bhim comes saying that now Kulkarni sir is going to give the answer of it, Kulkarni says that he is not scared of anyone and can put them all in lockup, Bhim says he knows the places from which he gets the strength, explaining first his own identity and the second is the officer while the third is people like Meghnath with whom he thinks he has become very strong. Meghnath says that Bhim should remember it, Bhim replies he is going to give them a challenge and if he is able to pass it then these people will never study but if he fails then would never stop them, Rama says he should accept it, Ramji explains that Kulkarni Sahab should accept it if he thinks he is so powerful, Kulkarni Sahab orders him to stay quiet when Ramji recalls when Bhim asked them all in the morning to instigate Kulkarni Sahab and then says what would be the point of all the strength that he has, Puran also says what is the point of all this strength, Shoba thinks that this means Bhim has made a plan, Bhim says that they should accept their condition or put down their arms in front of them, Kulkarni says that he can accept all of their conditions, Bhim explains that the education system is going to take a test and if their students pass it then Kulkarni Sahab would not stop them from education but the people ask how can they do it when they donot even know how to hold the pen, Bhim says they if they desire then anything can happen but all the people leave, Shoba even stops Rama saying she also does not have the strength, Bhim tries to stop Shoba when Khulkrani says he has to give something to Bhim in return of his challenge so Kulkarni along with Meghnath and the officer are laughing at Bhim saying that his self respect has been ruined in front of all the supporters, Bhim says he is going to promise to Kulkarni that his people are going to take part in that examination otherwise he will not even talk about education in the future, Kulkarni asks what rubbish is Bhim talking about, Rama says if her husband loses then he can laugh again, Kulkarni says he has a condition that if even one of the student fails then Bhim will not talk about education, Bhim accepts the challenge before walking away seeing which Kulkarni is worried.
